L.A. considers hiring homeless people to clean up litter on the streets

What could possibly go wrong?  (Besides stripping the streets of anything that is within reach that could be turned into trash. OR Setting off massive labor disputes with unions. OR Being accused of using the indigent to save a dollar. The list goes on.)
