I can see where this could be easily abused. 

What worries me even more is abuse by countries that play fast and loose with civil rights and might use this to discover political dissenters or journalists investigating government corruption.

It's a real good argument for privacy search engines.

Not so useful with TLS/SSL though, ISP's know what hostnames you connect and talk to, but not the URLs or content you request.

ISPs wouldn't, not through a secure connection. Whatever someone is searching for on Google, all the ISP would see is something like

CONNECT www.google.com:443 HTTP/1.1

and the rest is encrypted. G on he other hand...
