The frequency was chosen because it was not only able to beam even in heavy rain with a loss of power of under five percent, it's also safe to use under international standards in the presence of birds, animals, and people.

That strikes me as optimistic, especially if scaled up to 1.2MW. That's a lot of energy if a migrating flock or off-course aircraft flies through the beam.

Still, a collapsing space elevator cable could get pretty dangerous too and those might be coming...
