SMS 'Calling All Staff' app or service?

From my daughter who is admin of a large nursing home:

Looking to mass text 1 message to up to 200 people.  No cost to recipients.  picture capability not necessary.  No response from recipients.  SMS format (for recipients that do not have data plans)

Would be nice to be able to have a few administrators and groups within recipients.

She needs to be able to launch a one-way, outgoing SMS to all staff from her phone (weather emergencies, mostly) and does NOT want anyone to be able to respond and clogging up her phone with replies.

I told her that if anyone had an app to mercilessly flog the staff via text, it'd be Gurtie.

I've used a few APIs for SMS sending - mostly for order update notifications, phone number confirmations etc.  If the bulk services don't cut the mustard and you might code something let me know and I'll dig out some names.

I've used this and think it's superb.

Effectively it converts your phone and it's SMS plan to send SMS for you via an API.
