I was wondering the same thing. I don't see a lot of other options.
The article says it will make app development easier, but the trick is you still have to persuade app devs that it is worth their time. You still need to convince corporations that your OS is worth making an app for. In looking at the eOS community it's amazing how many people have to have X or Y banking app working. They can't live without it. Banking apps are just one example. It's going to be tricky for Amazon to populate an app store for their new OS. But Amazon has deep pockets.
