Employers are able to dumb down their hiring due to increasingly automated, sometimes home-grown, expert systems --mostly software & computers to date but it's now coming to more physically-oriented jobs ^{(see Terminator Scenario)}.

Perhaps, but this article was arguing that despite the frozen wages, there is an apparent tightening of labor markets for workers without a college degree.

I should have made that point.  IMO, it's tightening because we employers have been chipping away the costly HR attributes once needed for any given job since Windows 1 and prior.  Somewhere around here, I outlined how we'd done just that for the front office help at the realty office.  Since then, I've even stripped it more and made it a contracted virtual service (same gal, she just works from home using commercial voip telephone switchboard I purchased and her smartphone and computer).
