Most, maybe all, of our urban areas were shut down or in the process. Most of our rural counties have only one or two cases or even zero (but very little testing).

And...  though he's a Democrat, the demographic runs Southern & red --particularly in the rural counties.  And the rural counties tend to control the legislature.
