Louisiana & Alaska having the highest percentage makes sense.

Just sitting on a small town commission I can confirm.  We spend a lot of time just applying for federal grants.  A heck of a lot of money local gov't uses ultimately comes from the Feds.  Every grant has different regulations different strings attached.  So we have to hire someone just to write applications for grants and then just to make sure we are following the labyrinth of rules.

Repeat for state grants and part of the state money probably comes from the feds.
